**COMPANY IS OFFERING A $1000 RECRUITING BONUS**SUMMARY:The Service Scheduler advances the company's mission and goals through the development of the annual service plan, short-range planning efforts, demand modeling, GIS analysis, and the transit operations schedule service changes. The selected individual will conduct analyses on the transit system's performance, produce schedule documents, and perform regular reporting on key performance indicators as well as forecasting demand and GIS analysis as needed. The Systems Analyst/Scheduler assists the Planning and Infrastructure Development Department in the creation of short and long-range schedules and reports to the Systems Planning Manager.ESSENTIAL DUTIES AND RESPONSIBILITIES: * Transit Service Scheduling: Performs continuous monitoring of service-based policy and FTA requirements. Performs all duties associated with scheduling and run-cutting. Coordinates with planning staff specific routes and scheduling assignments. Accurately calculates scheduled run times for existing and proposed new services. Assists in planning the number of stops, length of the route, and runs per shift for routes according to union/management procedures and cost per mile/hour. Analyzes and evaluates data on passenger travel habits, traffic conditions, vehicle running time, union contract provisions, and other circumstances affecting the operation of transit vehicles. * Plan Development, Review, and Research: Assists in the development of the annual service plan including calculating scheduling programs. Prepares corridor-specific transit service schedules including ridership estimation and operating cost forecasting. Performs demand forecasting tasks at the subarea, area and region levels as needed in close coordination with the MPO. Performs GIS analyses. Compiles, organizes, researches, assembles and reviews data for public distribution. Provides statistical data to determine community impacts in accordance with Title VI. Uses available technology such as Automatic Vehicle Location (AVL) and Automatic Passenger Counters (APCs) to monitor schedule adherence, ridership, and other metrics. Develops schedules that conform to the number of runs to be made to equate with the amount of personnel or operators to be used on any given sign-up. Makes runs conform pertaining to hours per day, hours per week, spread time within the day, and other specifications. Develops schedules, time points, routes, headway sheets, fare zones, transportation points, and any other related activities prior to the instituting of new services or a change of existing service, utilizing Trapeze/Clever computerized scheduling program. Makes comprehensive statistical analysis of complete or categorical operations of the system, broken down into man-hours or wait times, miles per hour, revenue miles, deadhead miles, etc. Interprets data and analyzes results using statistical techniques to provide ongoing reports. Identifies, analyzes and interprets trends or patterns in complex data sets. Strong analytical skills essential with the ability to collect, organize, and disseminate significant amounts of information with keen attention to detail and accuracy.* Agency Coordination and Public Engagement: Supplies performance data for the development of monthly board reports. Prepares ridership, on-time performance, productivity, and other service measurement reports for the CEO, board of directors, and general public. Interacts with bus operators, customer service representatives, and the general public to obtain data necessary to perform route, service, and schedule analysis. Assists planning department to provide marketing and communication staff with route, service, and schedule changes for publication. Reviews draft schedules for errors prior to final publication. Supplies exact data service reports and completes the annual National Transit Database submission. Briefs members of the public and representatives from the community on pending service changes and works on Planning Team efforts. QUALIFICATIONS: Bachelor's Degree (preferably in Planning, Business, Statistics, Transportation, Civil Engineering, or related field) and at least 2 years experience OR Associate's Degree (in related field) and at least 4 years experience OR High School Diploma/GED and at least 6 years experience required. Transportation administration, operations, scheduling, or related experience is highly desired. SKILLS: Must possess strong verbal and written communication skills. Read and write full reports and correspondence both for the public and for a technical audience. English required; bilingual skills (specifically Spanish) a plus. Apply understanding to carry out detailed written and oral instructions. Deal with problems involving several variables in wide--ranging situations. Strong analytical skills are required. Advanced computer skills are required. Experience with Smartsheet, Microsoft Project, Word, Excel, PowerPoint, and Outlook required. Experience with ArcGIS, Remix Transit Planning software, or SPSS is a plus. PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to remain in a stationary position, move about, manipulate/handle, and converse/exchange information; is frequently required to remain in a sedentary position; and is occasionally required to ascend/descend, position self/move, and detect odors.
