Extended Benefits Programs Currently Available
On November 6, 2009, President Obama signed into law legislation authorizing additional extended benefits. The legislation provides an expansion of the Emergency Unemployment Compensation (EUC) program. The criteria established for EUC will continue to apply.

Individuals that established a State Extended Benefits (SEB) claim on or before the enactment of the bill will continue to receive benefits under the SEB program. These individuals will not be eligible to receive additional EUC until SEB is exhausted.

The Department began mailing notices on November 19, 2009. The notices provided instructions on how to apply for these additional extended benefits. The first payable week is the week of November 8-14, 2009.

Overview

The following extended programs are now available:
  • First Extension Available: First-Tier Emergency Unemployment Compensation (1st Tier EUC) provides up to 20 weeks of additional benefits to individuals who established an unemployment insurance (UI) claim that began on or after May 7, 2006; have exhausted their regular UI benefits or their claim benefit year has ended; and they are not eligible to establish a new UI claim in any state. Individuals must qualify for and exhaust regular unemployment insurance benefits prior to or during the week of February 14-20, 2010 to qualify for First-Tier EUC. The last week to apply for 1st Tier EUC is the week of February 21-27, 2010.
  • Second Extension Available: Second-Tier Emergency Unemployment Compensation (2nd Tier EUC) provides up to 14 weeks of additional benefits to individuals who have exhausted 1st -Tier EUC benefits and cannot establish a new regular unemployment insurance (UI) claim. (Previous legislation provided 13 weeks of Second-Tier EUC benefits. The new legislation added one additional week of Second-Tier EUC benefits.) If applicable, the amount will be reduced by the amount of Second-Tier EUC payments already paid to date. Individuals must qualify for and exhaust 1st Tier EUC benefits prior to or during the claim week of February 21-27, 2010 in order to qualify for 2nd Tier EUC benefits.
  • State Extended Benefits (SEB): SEB provides up to 20 weeks of additional benefits to individuals who have exhausted all regular unemployment insurance (UI) and 1st, 2nd, 3rd and 4th Tiers of EUC on or after February 15, 2009. Individuals who exhaust 4th Tier EUC benefits must apply by completing an online SEB application.
  • Third Extension Available: Third-Tier Emergency Unemployment Compensation (3rd Tier EUC) provides up to 13 weeks of additional benefits to individuals who have exhausted 2nd Tier EUC benefits and cannot establish a new regular unemployment insurance (UI) claim. Individuals must qualify for and exhaust 2nd Tier EUC benefits prior to or during the claim week of February 21-27, 2010 in order to qualify for 3rd Tier EUC benefits.
  • Fourth Extension Available: Fourth-Tier Emergency Unemployment Compensation (4th Tier EUC) provides up to 6 weeks of additional benefits to individuals who have exhausted 3rd Tier EUC benefits and cannot establish a new regular unemployment insurance (UI) claim. Individuals must qualify for and exhaust 3rd Tier EUC benefits prior to or during the claim week of February 21-27, 2010 in order to qualify for 4th Tier EUC benefits.
To receive any of the extended benefit programs, individuals must: (1) be currently unemployed; and (2) not be eligible to establish a new regular unemployment claim in Georgia, any other state, U.S. territory, or Canada.

In the event of multiple EUC claims, the EUC claim established earliest will be augmented first. Any subsequent EUC claims will be augmented accordingly. Legislation states that a new EUC claim cannot be established based on the most recent UI claim until benefits on the prior EUC claim have been exhausted.
